WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

MAY 9, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Pisano moved and Fritts seconded to approve the agenda as written.  Motion carried unanimously.   

 

Myers moved and Pisano seconded to approve the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #34666 through Voucher #34720 equaling: $62,598.41 plus digital transfers and payments of $2,723.51 making a Grand Total of $65,321.92.

 

Payroll Report consisting of Voucher #42389 through #42401 and Direct Deposit #DD3947 through #DD4002 plus digital payments for a Grand Total of $99,312.24.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township

    

     Planning Commission:  On the agenda for tomorrow’s meeting is five Special Use Permit renewals, two Site Plan reviews and setting a public hearing date for a new Special Use Permit.

 

     Sewer Board:  None

 

     Emergency Service Department:  Assistant Chief Fabijancic reported: 1)  Significant runs since last meeting were reported.  2)  Received information on four of the eight on and off ramps at Lansing and I-96 are going to be closed starting May 15th through May 26th.  This will add significant time to any response onto the highway.  3)  Rumsey moved and Piper seconded to approve the hiring of Jennifer Lenneman and Cheyanne Harris as part time Firefighter/EMTs.  Motion carried unanimously.  4) In support of the Memorial Day Parade, Piper moved and Pray seconded for Windsor Township Emergency Services to participate.  Motion carried unanimously. 

 

     Assessor/Preston Community Services:  None

 

Public Service Department:  1) The 2nd Annual Community Cleanup on May 6th was successful. 2) Continuing research on Columbariums for use in the township cemeteries. 

 

Supervisor’s Report:  1) All the signatures for Harvest Park Drain and Easement Agreements have been obtained and given to the township’s legal counsel.  They are working with the Drain Commission’s legal counsel for verification.  We are another step closer to obtaining Harvest Park road dedication by Eaton County Road Commission.

 

Public Officials:

Lynda Meade, Vice President of the Windsor Township Library board commented on the Library Millage Proposal being approved and looking forward to what the future holds.  Will be trying to implement changes quickly, such as hours and days of operation. 

 

    Other Reports & Announcements:

     Clerk Rumsey reported having a 28% voter turn out for the May 2nd Election on the Library Millage Proposal.

New Business:

Discussion was held on the Sale of the 2007 Chevy Ambulance that was replaced last year.  Research and comparisons were done on listing price.  Lansing Mercy has shown interest, has been out to test drive, and has made an offer to purchase.  Slucter moved and Rumsey seconded to sell the 2007 Chevy Ambulance to Lansing Mercy for $25,000.00.  Motion carried unanimously. 

 

The Joint Development and Utility Agreement between the Charter Township of Delta and the Charter Township of Windsor needs to be amended to allow for changes in the State and Federal rules designed to limit pollution from industrial discharges to publicly owned wastewater treatment facilities.  Piper moved and Fritts seconded to approve the Joint Development and Utility Agreement Amendment and authorize Supervisor Slucter to sign Agreement on behalf of the Township.  Motion carried unanimously. 

 

A renewal application was received from Premier Meds LLC for an Adult-Use Marihuana Grow Facility Permit.  There have been no changes to the operation since the previous submission. Motion by Slucter and supported by Myers to approve the renewal of one (1) each of Class C Grow Adult-Use Marihuana Permit for Premier Meds LLC.

Fresh Coast Cannabis Group, LLC submitted an Application for an Adult-Use Marihuana Grow Facility Permit.  They attested that nothing has changed since the original prior Permit Application was submitted. Motion by Slucter and supported by Myers to approve Fresh Coast Cannabis Group, LLC renewal application for three (3) each of Class C Grow Adult-Use Marihuana Permits.

Rooted and Zooted Processing, LLC submitted an Application for Permit for a Medical and an Adult-Use Marihuana Processing Facility.  They have also attested that nothing has changed since the original prior Permit Application was submitted.  Motion by Rumsey and supported by Piper to approve the renewal of Processing Facility Permits for both Medical and Adult-Use Marihuana.

Report was given on the 2022 Audit for the Township and the Library.  Field work has been completed, but CPA firm will be in periodic contact performing spot checks for additional information.  These spot checks will last until sometime in June, as the Audit is due to the State of Michigan by June 30th.
