WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

FEBRUARY 28, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Myers, Piper and Pisano

Absent:  Pray

 

Piper moved and Pisano seconded to approve the agenda as written. Motion carried unanimously.

 

Rumsey moved and Fritts seconded to approve the minutes of the previous meeting as written.  Motion carried unanimously.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  None

 

     Sewer Board:  The Wastewater Treatment Plant 2023-2024 Budget was approved by the Township and Village at their previous meetings.

 

     Emergency Service Department:  Chief Miller reported:  1) Smoke detector program is being received well by the community.  Have installed 188 smoke detectors and 37 CO alarms into 18 homes.  The Emergency Services staff along with Asst. Chief Fabijancic have done a lot of work in organizing and pushing this program forward.  Contact Emergency Services to signup before the grant runs out.   2)  Under the Prevention Division, so far this year, have completed 28 inspections and 28 re-inspections.  Asst. Chief Fabijancic has researched and answered 724 code questions or interpretations.   

 

Assessor/Preston Community Services:  1) Look for your assessment notices in the mail this week.  2) March Board of Review will be on the March 13th from 3:00 pm to 9:00 pm and March 14th from 9:00 am to 3:00 pm.

 

     Library:  A Library report was given by Ann Sanders.    

 

Supervisor’s Report:  Update was given on Harvest Park Road dedication.

 

Public Officials:  

Village Manager Denis Prisk announced Dimondale Spring Speggtacular on March 5th at 1 pm, a community egg decorating event.  The Village recently purchased a Plow Truck and the children at Dimondale Elementary School are joining in on the fun of naming the truck.

 

County Commissioner Jacob Toomey gave update on Internet in rural areas and the Resolutions that have recently been adopted.

New Business:

Discussion was held on general guidance, provided by legal counsel, with respect to what actions or statements may be made by the Township, its elected officials and employees in regard to the Library’s millage request.

 

Unfinished Business:

Slucter moved and Myers seconded to un-table Creyts Road Exchange Special Use Permit Renewal and re-table to regular meeting on March 28, 2023, and allow operations to continue during this period.  Motion carried unanimously.

 

Rumsey moved and Myers seconded to un-table Lake Life Farm Special Use Permit Renewal and re-table to regular meeting on March 28, 2023, and allow operations to continue during this period.  Motion carried unanimously. 

 

More time is needed to organize and redline copies of the Zoning Ordinance Update.  Draft copies to be distributed to the township board at regular meeting on April 25, 2023 for their review.
