WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

FEBRUARY 14, 2023 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Rumsey moved and Piper seconded to approve the agenda as written.  Motion carried unanimously.   

 

Piper moved and Pisano seconded to approve the Consent Agenda.  Motion carried unanimously.

 

General Fund consisting of Voucher #34499 through Voucher #34563 equaling: $172,352.90 plus digital transfers and payments of $2,152.66 making a Grand Total of $174,505.56.

 

Payroll Report consisting of Voucher #42344 through #42362 and Direct Deposit #DD3745 through #DD3828 plus digital payments for a Grand Total of $130,482.62.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township.

    

     Planning Commission:  At last meeting, made a recommendation to the Township Board on a Special Use Permit and amended the Planning Commission By-laws.

 

     Sewer Board:  Approved the Wastewater Treatment Plant 2023-2024 Budget.  February meeting cancelled.

 

     Emergency Service Department:  Assistant Chief Fabijancic reported: 1) Called to assist East Lansing at the MSU shooting. 2) Rumsey moved and Piper seconded to approve the hiring of Ethan Bird as a part time Firefighter/EMT trainee retroactive back to 1/26/2023 and promote Mitchell Robinson and Joseph Pironello from trainee to part time Firefighters/EMT.  Motion carried unanimously.  3) Update was given on the Smoke and Carbon Monoxide Detector Program. 

   

     Assessor/Preston Community Services:  None 

 

Public Service Department:  James Bogi reported:  1) There has been 1 full burial so far this year and 6 calls to schedule cremation burials.  2) With the mild winter, have been able to continue with some cleanup.  3) Purchased a new aluminum landscape trailer.

 

Supervisor’s Report:  1) Sent out letters to homeowners concerning the ground water sampling being done in our area.  Was able to add Grand Point Subdivision and Windsor Estates to the well study.  2)  Gave an update on Harvest Park road dedication.

 

Public Officials:  Eaton County Commissioner Jacob Toomey reported attending a Special Meeting concerning the receipt of 1.5 million dollars from the Opioid Settlement.  Health & Human Services Committee to make recommendations on the allocation of the funds.

New Business:

Discussion was held on the proposed Wastewater Treatment Plant Budget.  It was noted there is no rate increase.  Piper moved and Fritts seconded to approve the Dimondale/Windsor Wastewater Treatment Plan 2023-2024 Budget as presented.  Motion carried unanimously.  

 

Fresh Coast Cannabis Group is requesting two additional Adult-Use Marijuana Licensing Permits. A letter, attesting to no changes having been made since their previous application submission, was provided.  Rumsey moved and Myers seconded to approve the two additional Adult-Use Marijuana Licensing Permits for Fresh Coast Cannabis Group, as they have met requirements.  Motion carried unanimously.

 

HTA companies Special Use Permit renewal for parcel located at 5855 N Michigan Rd was reviewed.  It was noted the Planning Commission has recommended to change the number of pieces of equipment stored outside from no more than 30 to no more than 50 pieces with all other conditions remaining the same.  Rumsey moved and Pisano seconded to accept the Planning Commissions recommendation and renew HTA Companies Special Use Permit with the change of no more than 50 pieces of equipment stored outside, all other conditions to remain the same.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Motion carried unanimously

 

Piper offered and Pisano supported the approval of Resolution 23-002 to Adopt Poverty Exemption Eligibility Requirements, Income Standards/Asset Test and Application for 2023.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Resolution adopted.
