WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING

 DECEMBER 14, 2022 – MEETING ROOM

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Vice Chairperson Johnson.

 

Present:  Johnson, Pray, Sabourin, Fabijancic, Bowen and Barnhart-Smith

Absent:  Holtz

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Bowen moved and Barnhart-Smith seconded to approve the agenda as written.  Motion Carried.

 

Barnhart-Smith moved and Sabourin seconded to approve the minutes of the previous meeting as written.  Motion Carried.

 

Reports:

      Township Board:  Approved 2023 Budget, reappointed James Fabijancic and Matt Bowen to the Planning Commission, approved Meeting, Fee and Holiday Schedules and approved and signed the 425 Agreement with the City of Lansing.

 

      Board of Appeals:  Approved a variance allowing at least 66 feet wide road frontage at 10574 Dimondale Highway, so parcel may be split off for sale.

 

      Board of Review:  Corrections were made for veterans and principal exemptions.

New Business:

A review was conducted on Creyts Road Exchange Co.  Pray moved and Fabijancic seconded to recommend to the Township Board to approve the renewal of Creyts Road Exchange Co. Special Use Permit.

Ayes:  Sabourin, Barnhart-Smith, Johnson, Pray, Fabijancic and Bowen

Nays:  None

Absent: Holtz

Motion Carried.

 

Discussion was held on lack of communication from Unitech Laboratories.  It has been a couple of years since the last contact.  Their Special Use Permit has never been utilized.  Pray moved and Sabourin seconded to recommend to the Township Board to rescind Unitech Laboratories Special Use Permit.

Ayes:  Bowen, Fabijancic, Pray, Johnson, Barnhart-Smith and Sabourin

Nays:  None

Absent: Holtz

Motion Carried.

 

Upon performing HTA Companies Special Use Permit annual review, it was determined that several of the conditions on the original permit needed updating.  No representative from HTA was at the meeting to answer questions.  Pray moved and Sabourin seconded to table HTA Companies Special Use Permit review until the Planning Commission’s February 8, 2023 regular meeting.  A friendly amendment by Pray and seconded by Sabourin to add “and allow operations to continue during this period.”  Motion Carried.
