WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

OCTOBER 11, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Pisano moved and Piper seconded to approve the agenda as written.  Carried unanimously.   

 

Piper moved and Pisano seconded to approve the Consent Agenda.  Carried unanimously.

 

General Fund consisting of Voucher #34288 through Voucher #34328 equaling: $129,891.42 plus digital transfers and payments of $7,314.55 making a Grand Total of $137,205.97.

 

Payroll Report consisting of Voucher #42284 through #42294 and Direct Deposit #DD3525 through #DD3574 plus digital payments for a Grand Total of $86,573.20.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township.

    

     Planning Commission:  On the agenda for tomorrow’s meeting is a Public Hearing on a Special Use Permit request from Canines for Change.

 

     Sewer Board:  Meeting scheduled for October 20th.  Plant tour to start at 6 pm with regular meeting starting at 7 pm.

 

     Emergency Service Department:  Chief Miller reported: 1) Completed Active Violence Training (AVI) with Eaton County Sheriff Department at the Elementary School. 2) An overview of several traffic accidents was given.  3)  Responded to a fire alarm at the Vehicle and Technology Services building, involving a tool box and rags.  Quick response by our personnel contained the damage to minimal.  4) Were dispatched to seven Mutual Aid structure fires, five of which were cancelled and crews responded to two.  5) Rumsey moved and Piper seconded to accept the resignation of Firefighter/Paramedic Brad Reedy and EMT Dana Campbell, as well as effective September 27, 2022 approve the hiring of Firefighter/EMT John Cattron as an EMT trainee.   Motion carried unanimously. 

   

     Assessor/Preston Community Services:  1) Finishing up field appraisals.  2) Will start new construction in a couple of months.  3) Working on a couple Tax Tribunals.  4)  Been a big year for land divisions.

 

Public Service Department:  1) To date have done 39 burials, 30 cremations and 9 full burials. Average for the past several years has been 35 burials per year.  2)  Water is being shut off at the cemetery on Monday, October 17, 2022.

 

Supervisor’s Report:  Busy working on several different items, playing catch up since returning from vacation. 

 

Public Officials:  County Commissioner Darius Reynnet reported 1) The Information Technology committee has a draft of a RFI (Request For Information) and are looking for vendors to provide internet to the under serviced areas in the county.  2) County Budget as been approved which includes a 4.4% increase for the Sheriff department.

 

     Other Reports & Announcements:  None

Unfinished Business:  None

 

New Business:

Rumsey moved and Myers seconded to renew the Property and Casualty Insurance, Cyber & Privacy Liability Coverage, Casualty Limited Terrorism Coverage and Increase Non Monetary Defense Cost Coverage to 100,000 per suit/$100,000 aggregate.  Motion carried unanimously.

 

Discussion was held on the road dedication for Harvest Park not being completed and/or approved.  Kern offered and Myers supported to table Green Peak Industries Special Use Permit renewals until next meeting, October 25, 2022 and allow operations to continue during this period.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Motion carried unanimously

 

Motion by Rumsey and supported by Piper to accept the recommendation from the Planning Commission and renew Fresh Coast Cannabis and Rooted and Zooted Processing Special Use Permit for another year.  New expiration date 9/22/23.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Motion carried unanimously

 

A review of the application for Permit for Commercial Marihuana Facility was conducted.  Township legal counsel noted several items of concern, list provided to applicant’s representative. Myers offered and Slucter supported to table Green Peak Industries Marihuana Grower and Processor Permit Licenses for the Summit Facility until next meeting, October 25, 2022.  Motion carried unanimously.
