PUBLIC HEARING – CANINES FOR CHANGE AND SPECIAL MEETING

The special meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present:  Holtz, Johnson, Pray, Sabourin, Fabijancic, Bowen and Barnhart-Smith

Absent:  None

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Johnson moved and Fabijancic seconded to approve the agenda as written.  Motion Carried.

 

Bowen moved and Sabourin seconded to approve the minutes of the previous meeting as written.  Motion Carried.

 

The Public Hearing for Canines for Change Special Use Permit was called to order by Chairperson Holtz at 7:01 pm.

 

Executive Director of Canines for Change, Nikki Brown gave a presentation of their dogs and training.  They are a non-profit organization that train facility, support and service dogs for veterans, individuals with disabilities, schools, hospitals and nursing homes.  Pictures were shown of dogs at work in their different jobs.  Their goal is to build a facility to house and train the dogs.  There has been an increase in interest as well as need. For schools the dogs are trained to support academics, social and emotional learning.  The dogs are in several school districts in the area.  This will not be a public boarding facility.  The dogs will be contained in the building unless doing outdoor training. 

 

With no comments or questions from the public, Chairperson Holtz closed the public hearing on Canines for Change Special Use Permit at 7:03 pm.

Unfinished Business:

Discussion was held on the Canines for Change Special Use Permit request.  Pray moved and Bowen seconded to recommend approval to the Township Board for the Canines for Change Special Use Permit to construct a 6000 sf structure and generally described Phase II addition to be used to house and train service and facility dogs located on property to be divided as legally described in Section 13 of Windsor Charter Township (Parent Parcel Tax ID #23-080-013-200-067-00) based on the following reasoning and conditions:  Reasoning 1) Subject to the conditions provided below, it is found that the petitioned special land use meets the general standards as provided for in Article VIII of the Ordinance.  2) Subject to the conditions provided below, it is found that the preliminary site plan for a training and kennel facility generally meets or is reasonably anticipated to be able to meet the general standards as provided for B-2 District and site development requirements set forth under Section 5.8-A.3.  Conditions 1) Provide information as noted under Section 3, 4 and 5 of the staff report as having not been provided for on the site plan or in supplemental information.  2) A final site plan shall be submitted for final approval by the Planning Commission. 3) A fire inspection be completed by Emergency Services Department prior to occupying the building.  4) An Occupancy Permit be issued from the Emergency Services Department prior to occupying the building.
