WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

SEPTEMBER 13, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Rumsey moved and Piper seconded to amend the agenda adding Robert Gardner’s application for Farmland Agreement on property located at 6667 E Vermontville at end of New Business and approve the agenda as amended.  Carried unanimously.   

 

Piper moved and Pisano seconded to approve the Consent Agenda.  Carried unanimously.

 

General Fund consisting of Voucher #34201 through Voucher #34287 equaling: $44,005.62 plus digital transfers and payments of $2,205.12 making a Grand Total of $46,210.74.

 

Payroll Report consisting of Voucher #42269 through #42283 and Direct Deposit #DD3459 through #DD3524 plus digital payments for a Grand Total of $111,729.75.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  On the agenda for tomorrow’s meeting are Special Use Permit renewals and setting a public hearing for a Special Use Permit.

 

     Sewer Board:  September meeting cancelled.

 

     Emergency Service Department:  Chief Miller reported: 1) On the significant runs since the last meeting.  2) Attended MTA conference, along with Assistant Chief Fabijancic and Trustee Piper on Emerging issues for Emergency Services.  3) Slucter moved and Piper seconded to accept the resignation of Claretta Duckett-Freeman and approve the hiring of Joseph Gantz and Blayne White as paid on call Firefighter Trainee’s. Motion carried unanimously. 

   

     Assessor/Preston Community Services:  Continuing to work on day to day assessing issues.

 

Public Service Department:  Jim Bogi reported on storm cleanup and cemetery interments this year.

 

Supervisor’s Report:  Working with Lake Life Farm on their assessment.  Inside of building has not been completed yet and they are in dispute with their contractor over problems with their roof.

 

Public Officials:  On County Commissioner Darius Reynnet behalf, Supervisor Slucter reported the Eaton County Finance Committee is working on the Eaton County Sheriff department issues.

New Business:

Slucter moved and Rumsey seconded to set Public Hearing on 425 Agreement for October 25, 2022, starting at 7:00 pm, prior to regular board meeting.  Motion carried unanimously.

 

Piper offered and Myers supported authorizing the Supervisor to spread a levy of 3.8 mills on the real and personal property of Windsor Charter Township (Winter 2022) according to the valuation entered on the assessment roll.

Ayes:  Myers Piper, Rumsey, Slucter, Fritts, Pray and Pisano

Nays:  None

Resolution and Order No. 22-03 approved unanimously.

 

Pray offered and Pisano supported to allow property 6667 E Vermontville Hwy (080-019-400-010-00) to continue with their Application for Farmland Agreement with the Farmland and Open Space Preservation Program.  Motion carried unanimously.

 

Unfinished Business:

Piper moved and Fritts seconded to un-table Zoning Ordinance Update.  Motion carried unanimously.  Finished reviewing the Zoning Ordinance Update.  Restructured sentences, added to definitions and made improvements in several areas. Planning Consultant will distribute redline changes to board when updates are completed.
