WINDSOR CHARTER TOWNSHIP BOARD

REGULAR MEETING

AUGUST 23, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Myers, Piper, Pray and Pisano

Absent:  Fritts

 

Slucter moved and Myers seconded to amend the agenda, adding Holt Ram Trail under New Business, and approve the agenda as amended. Motion carried unanimously.

 

Piper moved and Pisano seconded to approve the minutes of the previous regular and closed meetings. Motion carried unanimously.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  None

 

     Sewer Board:  None

 

     Emergency Service Department:  Chief Miller reported:  1) On the EMS and Fire Runs since last meeting. 2) Myers moved and Rumsey seconded to approve the hiring of Tyler Douglas, Dale Morey and Joseph Pironello as Firefighter/EMT Trainees and accept Kayla Ruszkowski resignation effective September 12th.   Motion carried unanimously. 3) Distributed advertisements from other Emergency Services departments recruiting to fill firefighter/paramedic positions.  A discussion was held on wages and on the wage survey that was previously submitted.

 

     Assessor/Preston Community Services:  Received a Michigan Tax Tribunal petition on a commercial property and preparing a response.

 

     Library: 1) Mid-year statistics were distributed to the board by email a couple of weeks ago.  2) There were 116 participants in the Summer Reading Program for a total of 60,000 minutes of reading and 360 prizes were distributed.

 

     Public Service Department:  1) There have been 26 interments so far this year, with 4 more already scheduled for next month.   2) Over the weekend, someone drove through and over burial site in the Dimondale Cemetery, narrowly missing the flag pole, a water spicket and the gas line.  Only one small head stone was tipped over, but no damage was done to the stone.  Sheriff’s department was called and a report was written.

 

Supervisor’s Report: 1) This year have written 40 zoning referrals for construction; number is slightly ahead of last year. 2) Davis Hwy residents are meeting at Senator Barrett’s office tomorrow, along with other public officials and representatives from Michigan Economic Development Corporation (MEDC) who provided grants for GM’s battery plant.

 

Public Officials:  County Commissioner Dairus Reynnet reported that due to the Sheriff’s department staffing shortage and the financial struggle to compete with the surrounding areas, Eaton County Board of Commissioners passed a resolution to reopen the union contract and are now waiting to hear back from union.

 

 

     Other Reports & Announcements:  

Assistant Chief Fabijancic reported hearing there will be no County road patrols during the hours of Midnight and 6 am starting September 25, 2022.

 

Village President Ralph Reznick announced the unveiling of the second art piece at Danford Park on Wednesday, September 21, 2022.

New Business:

Jim Snell with Tri-County Regional Planning Commission gave an overview of what the commission has accomplished.  A presentation was also given on a plan that is being developed to expand the existing trail network within Clinton, Eaton and Ingham counties. The idea is to connect regional trails to local parks and recreation, employment centers, municipal assets, as well as the state-wide trail network.  There are no specifics yet. 

 

The concept to extend the Holt Ram Trail into Windsor Township and the Village of Dimondale is being considered.  A taskforce is being formed to research the possibility of this trail extension and to conduct a feasibility study. Looking for support from the community.  Slucter moved and Rumsey seconded to appoint Trustee Tony Piper as Windsor Township’s Liaison to the Ram Trail Task Force.  Motion carried unanimously. 

 

Unfinished Business:

Rumsey moved and Piper seconded to un-table Zoning Ordinance Update.  Motion carried unanimously.  Reviewed Articles 9 thru 11 of the Zoning Ordinance Update.  Amendments were made in several areas.  Rumsey moved and Pray seconded to table Zoning Ordinance Update until next meeting to allow for further review.  Motion carried unanimously.
