REGULAR MEETING

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Rumsey moved and Fritts seconded to amend the agenda, adding New Genetics Medical & Adult Use Marihuana Grow Permits Renewal as last item of New Business and approve the agenda as amended. Motion carried unanimously.

 

Rumsey moved and Pisano seconded to approve the minutes of the previous regular meeting as written. Motion carried unanimously.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  1) Held Public Hearings for two Special Use Permits and one Change of Zoning request.  2) Recommended approval for renewal of three Special Use Permits.  3) Set Public Hearing for Master Plan and New Zoning Ordinance.

 

     Sewer Board:  May meeting cancelled.

 

     Emergency Service Department:  Chief Miller reported: 1) EMS division assisted Benton Twp on a personal injury accident at the corner of Cochran and Vermontville.  Ours was one of 5 ambulances and a helicopter that responded.  2) Received response from the State of Michigan on our application for the First Responder Training and Recruitment Grant Program.  Regrettably, our grant request was among the approximately 85% for which there were not sufficient fund appropriated to fulfill.

 

     Assessor/Preston Community Services:  None

 

     Library: 1) The township board was provided with a Circulation Report.  2) Received two program grants.  3) Digital work completed on Dimondale yearbooks.  4)  An extension was granted on the Par Plan’s grant for ADA doors.  5) Summer Reading, “Oceans of Possibilities” has started.

 

Supervisor’s Report:  Update was given on Fresh Coast Cannabis and Rooted and Zooted Processing, concerning the receipt of supporting documents for the conditions that the board placed on their Cannabis Grow and Processing Permits.

 

Public Officials:  

County Commissioner Dairus Reynnet reported an Action Team has been formed for Broadband coverage in Eaton County.  Working with HomeWorks Tri-County Electric Coop to extend broadband coverage and in talks with Verizon.

 

Kelly Cunningham, Director of Eaton County Central Dispatch presented the 2021 Annual Report. She also spoke on what the Eaton County 9-1-1 Millage supports and the difference between the 9-1-1 surcharge and the Millage.

 

     Other Reports & Announcements:  Jim Bogi gave an update on the Roadside Clean-up Day scheduled for Saturday, June 18, 2022.

New Business:

Motion by Rumsey supported by Pray to accept the recommendation from the Planning Commission and renew Premier Meds Special Use Permit for another year, as they have met requirements.  New expiration date May 14, 2023.

Discussion was held on Lot 7 in Harvest Park still being vacant since receiving a Special Use Permit for cannabis.   The recent change in ownership was touched upon, the new owner being NRF Enterprises and previous owner being Bay County Holdings.  It was noted that NRF Enterprises has signed an Acknowledgement and Consent to be Bound by Special Use Permit.  Motion by Pray and supported by Pisano to accept the Planning Commission’s recommendation and renew NRF Enterprises Special Use Permit for another year.  New expiration date May 22, 2023.

The recently approved cannabis permits for Transcend DVentures in facility previous operated by New Genetics on Lot 4 in Harvest Park was discussed. New Genetics previous violations and false fire alarms were reviewed.  New owners so far have been following requirements. Transcend DVentures has signed an Acknowledgement and Consent to be Bound by Special Use Permit.  Rumsey moved and Pray supported to accept the Planning Commission’s recommendation and renew Transcend DVentures Special Use Permit for another year.  New expiration date May 22, 2023.

A renewal application was received from Premier Meds for an Adult-Use Grow Facility Permit. Motion by Slucter and supported by Pray to approve the renewal of one (1) Class C Adult-Use Marihuana Permit for Premier Meds.

Lake Life Farms submitted renewal applications for Medical and Adult-Use Facility Permits.  Motion by Slucter and supported by Piper to approval the renewal of one (1) each of Class C Grow Medical and Adult-Use Permits and one (1) each Adult-Use Processor for Lake Life Farms.

Renewal application was received from Green Peak Industries for Medical and Adult-Use Facility Permits.  Motion by Rumsey and supported by Piper to renew five (5) Adult-Use Class C Grow, eight (8) Medical Class C Grow, and one (1) each of Adult-Use and Medical Processor for Green Peak Industries.

Discussion was held on Marley Crops request for a Special Use Permit at 6842 Lansing Road.  Adjacent properties were examined.  Slucter moved and Pray seconded to accept the Planning Commission’s recommendation and approve Marley Crops Special Use Permit for a cannabis facility at 6842 Lansing Road as it meets the general standards as provided for in Article VIII of the Ordinance.

SPTP Ventures Special Use Permit request for a cannabis cultivation facility in an existing structure located at 10260 Harvest Park, Suites B, C & D was reviewed.  Rumsey moved and Pisano seconded to accept the Planning Commission’s recommendation and approve SPTP Ventures Special Use Permit for a cannabis cultivation facility as it meets the general standards as provided for in Article VIII of the Ordinance.

A review was conducted of the proposed change of zoning for Parcel 080-009-300-094-01 on Lansing Road from R-1C to M-1.  Surrounding area was examined.  Slucter moved Fritts seconded to accept the Planning Commission’s recommendation and introduce the intent to rezone Parcel 080-009-300-094-01 on Lansing Road from R-1C (One Family Medium Density Residential) to M-1 (Industrial).  Further the rezoning be considered for adoption by the Township Board at the June 14, 2022, Regular Board meeting.

Received a request from New Genetics to extend their Adult-Use Class C Grow Facility Permit by two weeks to allow for new owners, Transend DVentures, time for their State License to be approved.   Motion by Slucter and supported by Piper to extend the expiration date of New Genetics Adult-Use Class C Grow Facility Permits to June 15, 2022.
