REGULAR MEETING

APRIL 12, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Myers moved and Piper seconded to approve the agenda as written.  Carried unanimously.   

 

Piper moved and Myers seconded to approve the Consent Agenda.  Carried unanimously.

 

General Fund consisting of Voucher #33972 through Voucher #34025 equaling: $299,361.67 plus digital transfers and payments of $1,954.66 making a Grand Total of $301,316.33. 

 

Payroll Report consisting of Voucher #42182 through #42199 and Direct Deposit #DD3174 through #DD3248 plus digital payments for a Grand Total of $109,141.13.

 

Reports:

 

Sheriff’s Report:  Deputy Holliday reported on incidents in the township. 

    

     Planning Commission:  On the agenda for tomorrow’s meeting is two Special Use Permit Renewal and setting of Public Hearings for 2 Special Use Permits and one Change of Zoning request.

 

     Sewer Board:  Scheduled for Thursday, April 21, 2022.

 

     Emergency Service Department:  Assistant Chief Fabijancic reported: 1) The State completed its inspection virtually last week and the new ambulance is in service.  Chief Miller is working with Kodiak to sell the old ambulance.  2) Starting this June, we are planning to host an EMT school.  It will be a 26-week course.  3) The new furnace and a/c unit for downstairs of the Emergency Services building has been installed.  The plan is to budget a new furnace and a/c unit for upstairs next year.  4) We are currently interviewing for an open 24-hour spot, deadline for applications is April 15th.  5) Rumsey moved and Fritts seconded to accept Dylan Blackie resignation and approve the hiring of Dean Butler as a paid-on-call firefighter trainee.   Carried unanimously.

   

     Assessor/Preston Community Services:  1) March Board of Review has been completed.  2) The New Zoning Ordinance will be distributed to the Township Board in the coming weeks.  The Planning Commission will probably hold a Public Hearing on it in June.

 

Supervisor’s Report:  1) Update on the Jolly Road property was given.  2) Attended a public meeting with Chief Miller to voice our concerns with the I-496 Expressway project.  For 2022, they will start with the side roads to I-496 and on June 18th, I-496 will be shut down from Martin Luther King Jr. Blvd to the Grand River for reconstruction.  Next year, 2023, they will try single lane closures for the reconstruction of I-496 from Martin Luther King Jr. Blvd to Lansing Road.  3) Jim Bogi, Public Service Director, presented a Clean-up Day for the Township on June 18th from 9 am to 3 pm.  Volunteers are needed.  If interested contact Jim Bogi at 517-604-3334.

 

Public Officials:  1) County Commissioner Dairus Reynnet reported on the Juvenile millage renewal on the August Ballot and about an advisory committee being formed for the distribution of funds in respect to the Opioid Settlement.  2) Village President, Ralph Reznick gave an update on Art projects and reported on Community Event Schedule; April 14 – Spring Pop, discounts from local business and the Easter Bunny; April 17 – Easter Egg Hunt; April 30 – Hugh Heward Challenge; May 14th – Discover Dimondale; May 30 – Memorial Day Parade; June 17 – Oldsmobile Car Show. 

 

     Other Reports & Announcements:  None

 

Hear Public Present for Agenda Items:  Nathan Kark, Director of Government Affairs for Skymint Brands would like the Windsor Township community to consider allowing marijuana retail store(s).  Revenue is being distributed from the State per retail store and Windsor Township is missing out. 

 

Unfinished Business:  None

 

New Business:

Discussion was held on using American Rescue Plan Act (ARPA) funds to purchase ADA complaint door openers for the Library and Township entrances.  Consensus was favorable.  More information will be forth coming.

 

Supervisor Slucter moved and seconded by Trustee Pray to introduce Ordinance No. 48, An Ordinance to amend the Windsor Charter Ordinance Authorizing and Permitting Adult-Use Marihuana Establishments No. 45, to eliminate the requirement that recreational Marihuana Establishments secure a corresponding license for a medical Marihuana Facility under the Township Ordinance Authorizing and Permitting Commercial medical marihuana Facilities.  This Ordinance shall take effect the day following publication after final adoption by the Township Board.
