WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING

MARCH 22, 2022 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance.

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Pisano

Absent:  None

 

Pisano moved and Piper seconded to approve the agenda. Motion carried unanimously.

 

Piper moved and Pisano seconded to approve the minutes of the previous regular meeting as written. Motion carried unanimously.

 

Reports:

 

Sheriff’s Report:  None 

    

     Planning Commission:  Approved Green Peak’s phase II on the Summit facility, recommended renewal of Stillwater Brands Special User Permit and recommended denying MDAJ Holdings Special Use Permit.

 

     Sewer Board:  None

 

     Emergency Service Department:  Chief Miller reported: 1) Radios have been installed in the new Ambulance. Waiting on inspection from the State. 2) Emergency Services Annual Report for 2021 was reviewed. 3) The furnaces and AC units for upstairs of the Emergency Services building are original to the station, meaning their 24 years old. The A/C compressor on one of the units is having issues. The 2022 Emergency Services budget includes $20,000 for replacing one set furnace and A/C unit this year and utilize the remainder of budget to purchase new sets of turnout gear. In two years, will look into replacing the other unit. 4) Myers moved and Piper seconded to accept the resignation of Danielle Marshall from full-time Paramedic/Firefighter, effective March 16, 2022. Motion carried unanimously.

 

     Assessor/Preston Community Services:  Board of Review was conducted for two days last week with a light turnout. Board of Review will reconvene Tuesday, March 29th from 9 am to 10 am to wrap up. Most of the Board of Review items have been disabled veteran exemptions.

 

     Library: Report was given on library statistics.

 

Supervisor’s Report:  Mason Terra has made some minor changes to their site plan on Lot #2 of Harvest Park. Covid-19 has delayed moving forward, but now they are ready to start construction.

 

Public Officials:  County Commissioner Dairus Reynnet reported 1) Applied for a DNR grant for improvements to Crandell Park. 2) Two ballot resolutions were approved, a 911 and Central Dispatch millage renewal and Juvenile millage renewal. 3) West Windsor United Brethren Church is having a Family Funday on May 14, 2022.

Unfinished Business:  

Motion by Rumsey and supported by Myers to un-table Marley Crops LLC Special Use Permit. Motion carried unanimously. The location for the Special Use Permit was discussed. Motion by Pray and supported by Fritts to deny Marley Crops LLC Special Use Permit due to notice of change in location of their facility.

New Business:

Motion by Piper and supported by Pisano to deny MDAJ Holdings LLC Special Use Permit due to continued lack of effort by applicant.

Nays:  None

Absent:  None

Motion Carried.

 

Motion by Myers and supported by Rumsey to accept the recommendation from the Planning Commission and renew Stillwater Brands Michigan Special Use Permit for another year, as they have met requirements. New expiration date March 23, 2023.
