WINDSOR CHARTER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING – NOVEMBER 17, 2021

The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present:  Holtz, Johnson, Pray, Sabourin, Bowen and Barnhart-Smith

Absent: J. Fabijancic arrived at 7:21 pm

Also Present:  Asst. Chief Fabijancic, Lisa Rumsey (Clerk), Pete Preston (Consultant)

 

Bowen moved and Barnhart-Smith seconded to approve the agenda as written.   Carried 6-0.

 

Johnson moved and Bowen seconded to approve the minutes of the previous meeting as written.

Carried 6-0.

 

Reports:

      Board of Trustees:  1) Had the budget hearing and approved the budget. 2) Meredith Barnhart-Smith was appointed to the Planning Commission and Marcus Braman was appointed to the Board of Review.  3) Waiting on disconnection at utilities on the Jolly Road dangerous building.  4) Discussed the deterioration of the Highway House on Billwood.

 

      Board of Appeals:  Just received an application for a side setback variance.  Meeting will be set for some time in December, check the website for updates.

 

      Board of Review:  December board of review is set for December 14th starting at 9:00 am.

 

      Reports & Announcement:  None

 

Hear Public present on agenda items:  Public comment was heard.

 

New Business:

Bowen moved and Sabourin seconded to hold MDAJ Holdings Special Use Permit Public Hearing for Wednesday, December 8, 2021, at 7:00 pm, prior to Planning Commission’s regular meeting.  Carried 6-0.

 

Holtz moved and Johnson seconded to hold Public Hearing for Change of Zoning at property on Lansing Road, Parcel 080-017-100-175-00 for Wednesday, December 8, 2021, at 7:00 pm, prior to Planning Commission’s regular meeting.  Carried 6-0.

 

Unfinished Business:

Although the Planning Commission sympathize with some of the residents of Grand Pointe Subdivision, after much research, it was determined that the township doesn’t have the staffing to enforce a Street Parking Ordinance.  Other options were presented to the Grand Pointe Subdivision representative. Bowen moved and Holtz seconded to recommend to the township board not to have a Street Parking Ordinance.

Ayes:  Sabourin, Barnhart-Smith, Johnson, Holtz, Pray and Bowen

Nays: None

Absent:  J. Fabijancic (came in at time of roll call)

Motion Carried:  6-0-1.

 

An updated Zoning Ordinance was distributed to the Planning Commission for review.  Bowen moved and Fabijancic seconded to submit Master Plan to township board for review and comment.  Carried 7-0.

 

 

 

 

Hear Public present on any subject: 

Kevin Fox, 11397 Bishop Hwy – Expressed his family’s desire to recommend some changes to the zoning ordinance while it’s still being updated. Requesting, under agriculture zoning, to include allowing certain commercial businesses with a Special Use Permit. It could include conditions such as having enough land to keep business mostly out of site from neighboring houses and/or by creating berms and planting trees.
