WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – APRIL 13, 2021 – 7:00 PM

The meeting was called to order at 7:00 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Piper, Pray and Pisano

Video/Teleconference:  Myers

Absent:  None

 

Piper moved and Pisano seconded to approve the Agenda as written. Carried 7-0.

 

Piper moved and Pray seconded to approve the Consent Agenda.  Carried 7-0.

 

General Fund consisting of Voucher #33414 through Voucher #33468 equaling: $148,726.03 plus digital transfers and payments of $1,833.46 making a Grand Total of $150,559.49. 

 

Payroll Report consisting of Voucher #41946 through #41966 and Direct Deposit #DD2473 through #DD2551 plus digital payments for a Grand Total of $87,623.27. 

 

Reports:

 

     Sheriff’s Report:  Deputy Holliday reported on incidents in the township and has been monitoring the intersections of Canal Rd & Windsor Hwy as well as Canal Rd and Vermontville Hwy.

    

     Planning Commission:  At a special meeting last month, approved site plans and worked on Master Plan/Zoning Ordinance.   

 

     Sewer Board:  April meeting has been cancelled.

 

     Emergency Service Department:  Chief Miller reported: 1) CDC and FDA have put a moratorium on the administration of the Johnson and Johnson Covid Vaccine due to a rare blood clot in 8 cases of women. 2) Firefighter Paramedic William Eastman has accepted an offer with Air Methods and will be a flight medic for both fixed wing and helicopter transport. William will be missed.  3) A request has been received from Deputy Chief Brad Wilbur to move from the 24-hour shift back to the 12-hour shift.  This move will benefit both the Department and Brad in many ways.  4)  Rumsey moved and Slucter seconded to accept the resignation of William Eastman with our thanks and appreciation; approve the move of Firefighter Kaleb Benjamin from the 12 hour shift to the 24 hour shift, taking over William Eastman’s open spot; approve the move of Deputy Chief Brad Wilbur from the 24 hour shift to the 12 hour shift; approve the hiring of Pool firefighter/paramedic Danielle Marshall to cover Brad Wilbur’s open 24 hour shift; and make all changes official on May 9, 2021.  Carried 7-0.

   

     Assessor/Preston Community Services:  None 

 

    Supervisor’s Report:  1) Working on road dedication for Harvest Park.  2) Looking into a Risk Reduction Grant through Par Plan to help pay for accessibility website.  3) Rough sketch of a new township logo was distributed for review.

 

Public Officials:  None

 

     Other Reports & Announcements:  Ralph Reznick, announced the Arts Commission will be meeting next week to start dressing up the Village and there’s a good possibility there will be no Memorial Day parade this year.

Unfinished Business:

Rumsey moved and Slucter seconded to continue to table the Special Use Permit for Terry Haines (5096 Canal Rd) until the next regular meeting on Tuesday, April 27, 2021, to allow for Terry Haines to provide additional information to the township board.  Carried 7-0.

 

Work will commence soon on the preservation of the cemetery mausoleum.  The mausoleum was built in 1907 and is a historical landmark of the cemetery.  Repointing of stones inside and out will be the main focus.
