The regular meeting of the Windsor Charter Township Planning Commission was called to order at 7:00 pm by Chairperson Holtz.

 

Present:  Holtz, Johnson, Pray and Fabijancic

Absent: Bowen, Collins, Sabourin

Also Present:  Asst Chief Fabijancic and Clerk Rumsey

 

Johnson moved and Pray seconded to approve the agenda as written.  Carried 4-0.

 

Johnson moved and Holtz seconded to approve the minutes of the previous meeting as written. Carried 4-0.

 

The Public Hearing for Premier Meds Adult-Use Special Use Permit was called to order by Chairperson Holtz at 7:03 pm.

 

John Fraser, Grewell Law, spoke on behalf of Premier Meds.  Looking to add Adult-Use to their existing Special Use Permit for Medical Marihuana.  No changes will be made to the building’s structure. Prequalification has been received from the State of Michigan and have submitted application to Windsor Township for local licensing permit on Medical Marihuana.  Anticipate opening in the next month.   

 

With no comments or questions from the public, Chairperson Holtz closed the public hearing for Premier Meds Adult-Use Special Use Permit at 7:06 pm.

 

The Public Hearing for Stillwater Brands Michigan Medical and Adult-Use Special Use Permit was called to order by Chairperson Holtz at 7:07 pm.

 

Greg McNeil introduced himself as General Manager of Stillwater Brands Michigan and available to answer any questions.

 

With no comments or questions from the public, Chairperson Holtz closed the public hearing for Stillwater Brand Michigan Medical and Adult-Use Special Use Permit at 7:08 pm.

Unfinished Business:

Holtz moved and Johnson seconded to untable Terry Haines Special Use Permit for 5096 Canal Road.  Carried 4-0.  Discussion was held on fire suppression, odor mitigation, security and parking.  Mr. Haines has plans to control odor by installing three (3) 8” Inline Duct Fans with carbon filters, Ozone Generator Air Purifier and dual UV UVC lights for air handling system that kills up to 99.9% of airborne contaminants.  Holtz offered and Johnson supported the recommendation to the Windsor Charter Township Board approval of the petitioned Special Land Use Permit for a portion (approximately 800 SF) of the principal structure for use as a primary caregiver to be located on the east side of Canal Rd and as legally described in Section 15 of Windsor Charter Township (Parcel Tax ID #: 080-015-300-066-00) based on the following reasoning and conditions:  Reasoning 1) Subject to the conditions provided below, it is found that the petitioned special land use meets the general standards as provided for in Article VIII of the Ordinance.  2) Subject to the conditions provided below, it is found that the preliminary site plan generally meets the general standards as provided for B-2 District and site development requirements set for under Section 5.8-A.3.  Conditions 1) Provide information as noted under Section 3 and 4 of the staff report as having not been provided for on the site plan or in supplemental information.  2) Provide manufacturers documentation on fans and filters proposed for odor mitigation use.  3) Provide plans indicating the location of where the FM200 Fire Suppression System will be housed.  4) A final site plan shall be submitted for final approval by the Planning Commission.

Recommend Terry Haines Special Use Permit for Approval: 4-0-3

 

Pray offered and Holtz supported to recommend to the Township Board to approve Premier Meds Special Use Permit for an Adult Use Marihuana cultivation facility located at 5103 Lansing Rd., Dimondale, MI 48821 (Parcel ID #: 080-018-400-130-00), renew their Medical Marihuana Special Use Permit and coincide the renewal dates to expire on May 14, 2022  based on the following reasoning:  1) The applicant received special land use approval for the cultivation of medical marihuana on May 14, 2019 and has operated in compliance with the provisions of the Windsor Charter Township Zoning Ordinance since that time.  2) The proposed adult-use marihuana operation will be similar in nature to the existing medical marihuana use and will take place entirely within the existing medical marihuana facility.

Recommend Premier Meds Special Use Permit for Approval: 4-0-3

 

Discussion was held on Stillwater Brands Michigan Medical and Adult-Use Special Use Permit.  Greg McNeil, General Manager, indicated they will be leasing a portion of the building on Lot #5 of Harvest Park and will be processing edibles.  Very minimal odor is emitted from their processing of edibles.    Holtz offered and Johnson supported to recommend to the Township Board approval of the petitioned Special Land Use for a marihuana processing establishment within an 8,000-sf portion (Suite A) of the larger 44,000-sf overall engineered steel industrial building o be located on the northeast side of Harvest Park and as legally described in Section 2 of Windsor Charter Township (Parcel ID #: 080-002-100-022-06) based on the following reasoning and conditions:  Reasoning 1) Subject to the conditions provided below, it is found that the petitioned special land use meets the general standards as provided for in Article VIII of the Ordinance.  2) Subject to the conditions provided below, it is found that the preliminary site plan for a light manufacturing facility generally meets the general standards as provided for M-1 District and site development requirements set forth under section 5.8-A.3 and Sections 6.8.9 of the Ordinance. Conditions 1) Provided information as noted under Section 3, 4 and 5 of staff report as having not been provided for on the site plan or in supplemental information.  2)  All Emergency Services requirements be met.  3) A final site plan be approval by the Planning Commission.

Recommend Stillwater Brands Michigan Special Use Permit for Approval: 4-0-3

 

Entire updated Zoning Ordinance was distributed.  Discussion was held on different sections of the ordinance.  Workshop was scheduled for March 25, 2021 at 6:30 pm.

 

New Business:

Holtz moved and Johnson seconded to set a Special Meeting prior to Master Plan/Zoning Ordinance Workshop on March 25, 2021 at 6:30 pm on Site Plan Reviews for Stillwater Brands Michigan and Fresh Coast.  Carried 4-0.
