WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – JUNE 23, 2020 – 7:30 PM

The meeting was called to order at 7:30 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Piper, Pray and Fabijancic

Absent:  Myers

 

Fabijancic moved and Piper seconded to approve the amended agenda, adding New Genetics Adult-Use Permit under New Business.  Carried 6-0.

 

Pray moved and Fritts seconded to approve the minutes of the previous meeting as written.  Carried 6-0.

 

Reports:

 

     Sheriff’s Report:  None

    

     Planning Commission:  At last meeting, renewed a Special Use Permit and set a public hearing for a change of zoning request.

 

     Sewer Board:  June’s meeting was cancelled.

 

     Emergency Service Department:   1) On June 11th, participated in a procession honoring Firefighter Raymond Murray service to Windsor Township.  Ray was carried to rest in Spartan Motors 911 memorial truck.  The Murray family was extremely appreciative and thankful of the Emergency Services Department in making this happen for him.  We received a great deal of assistance from other departments and people to make this happen.  2) Rumsey moved and Slucter seconded to remove Dana Campbell from trainee status and accept Trevor Sims resignation.  Carried 6-0.  3)  Getting back to performing follow up inspections.

   

     Assessor/Preston Community Services:  1) Been working on balancing tax rolls.  2) July Board of Review is scheduled for July 21st.  Assessments are based on property values as of December 31, 2019.  3) Discussion was held on some building issues that developed this past week. Rumsey moved and Piper seconded to have Supervisor Slucter look into establishing a building department.  Carried 6-0.

           

Library:  In phase 2 of reopening.  Next week will begin Phase 3, vestibule & curbside pickup and home delivery will begin.  Please pass the word, Summer Reading program is online, check the Library website.

 

    Supervisor’s Report:  Been talking with the City of Lansing about a 425 agreement to bring public water to Lansing Road.  Another meeting with the City of Lansing has been scheduled.  Looking into Windsor Township establishing their own public water utility.

     Other Reports & Announcements:   

Michigan Township Association is providing free training webinars until June 30, 2020.

Unfinished Business:  

Matt Jankoviak reported work has begun again on the 9995 Billwood House.  An updated work schedule will be provided to the Board.

 

New Business:

Pray moved and Piper seconded to invoke the dangerous building ordinance, send certified letter, post property and establish hearing date of July 15, 2020 on 10652 W Jolly Road.  Carried 6-0.

 

Moving the Township office from appointment only to open was discussed.  Will try opening office on July 1st to see how it goes.  As long everyone abides by wearing mask, social distancing and complete the COVID-19 Screening sheet we can continue to remain open. 

 

Slucter moved and Pray seconded to approve two (2) new Adult-Use Marijuana Class C Grower Facility Permits subject to fees being received.

Nays:  None

Absent:  Myers

Motion Carried:  6-0-1.
