WINDSOR CHARTER TOWNSHIP BOARD OF TRUSTEES

REGULAR MEETING – APRIL 14, 2020 – 7:30 PM

The meeting was called to order at 7:30 pm by Supervisor Slucter with the Pledge of Allegiance. 

Present:  Slucter, Rumsey, Fritts, Myers, Piper, Pray and Fabijancic

Absent:  None

 

Piper moved and Myers seconded to approve the agenda as written.  Roll Call Carried 7-0.

 

Piper moved and Fabijancic seconded to approve the Consent Agenda.  Roll Call Carried 7-0.

 

General Fund consisting of Voucher #32745 through Voucher #32844 equaling: $117,204.06 plus digital transfers and payments of $26,320.54 making a Grand Total of $143,524.60. 

 

Payroll Report consisting of Voucher #41756 through #41773 equaling: $5,468.17 plus direct deposits of $47,709.23 making a Grand Total of $53,177.40.  

 

Reports:

 

     Sheriff’s Report:  None

    

     Planning Commission:  1) Held public hearings for two Special Use Permits and renewed three Special Use Permits for another year.

 

     Sewer Board:  April’s meeting has been cancelled.

 

     Emergency Service Department:  Chief Miller reported he is keeping track of the additional cost on the Covid-19 measures and will file for federal reimbursement once this is over.

   

     Assessor/Preston Community Services:  There was one person who rejected the Board of Review’s findings and have started on the 2021 tax roll.  Should have draft of updated zoning ordinance soon.

    

    Supervisor’s Report:  Have been working diligently on the Vermontville Hwy property cleanup.  With the Governor’s executive orders, it has made it difficult for the property owner to comply but will be watching this issue closely.

 

Public Officials: 

Village of Dimondale President, Ralph Reznick announced that the First Presbyterian Church will be having a food pantry give away, for those that are in need on Wednesday, April 15th and Wednesday, April 22nd from 11:00 am – 1:00 pm.

Unfinished Business:  

Matt Jankoviak updated the Board on the 9995 Billwood House.  Due to the Stay-at-home order, work has slowed down as he has been trying to do the work by himself. 

 

New Business:

Slucter offered and Rumsey supported to accept the Planning Commission’s recommendation and approve New Genetics, LLC Special Use Permit for an Adult Use Marihuana cultivation facility for the property located at 10310 Harvest Park (Parcel ID # 080-002-100-022-05) and coincide the renewal date with their Medical Marihuana Special Use Permit, to expire on May 22, 2021, based upon the following reasoning:  1) The applicant received special land use approval for the cultivation of medical marihuana on May 22, 2018 and has operated in compliance with the provisions of the Windsor Charter Township Zoning Ordinance since that time. 2) The proposed adult use marihuana operation will be similar in nature to the existing medical marihuana use and will take place entirely within the existing medical marihuana facility.

Nays:  None

Special Use Permit approved:  7-0.

 

Rumsey offered and Pray supported to accept the Planning Commission’s recommendation and approve Green Peak Industries Special Use Permit for an Adult Use Marihuana cultivation and processing facility for property located at 10070 Harvest Park (Parcel ID # 080-002-100-022-01) and coincide the renewal date with their Medical Marihuana Special Use Permit, to expire on October 10, 2020, based upon the following reasoning:  1) The applicant received special land use approval for the cultivation and processing of medical marihuana on October 10, 2017 and has operated in compliance with the provisions of the Windsor Charter Township Zoning Ordinance since that time. 2) The proposed adult use marihuana operation will be similar in nature to the existing medical marihuana use and will take place entirely within the existing medical marihuana facility.

Special Use Permit approved:  7-0.

 

Hear Public Present on any subject: 

Dairus Reynnet, 8608 E. Vermontville Hwy – Under Supervisor Report requested clarification on Vermontville Hwy.  Supervisor Slucter responded with the location of property that is near Harrington’s Lawn & Power Equipment having violated the township’s Zoning Ordinance and Public Nuisance Ordinance.

 

Robert Sepeter, 7290 Island Hwy – Concerned with Canal Road flooding and the Skinner Drain.  Supervisor Slucter took Mr. Sepeter’s phone number and will get in contact to discuss a resolution.

 

With no further business Supervisor Slucter adjourned the meeting at 7:56 pm.
